Dioxins, CFCs, and PCBs are particularly persistent toxins, which make them very difficult to break down and dispose of. According to the Environmental Protection Agency, chemical treatments for destroying them exist, but they involve dangerous chemicals and operation at very low temperatures, which pushes up the cost, causing the industry to utilize environmentally unfriendly techniques like incineration or bulk storage.
